Steps

- Block re-uploads: adults can hash the image at StopNCII.org; if the person is under 18 use NCMEC Take It Down. Neither uploads the image itself.
- If nothing happens in 48 hours, complain to the FTC at reportfraud.ftc.gov, quoting your request number, and check deviantart.com's page here.
