The DMCA is US law: 17 U.S.C. § 512 sets conditions a service provider meets to keep its safe harbor, and it does not limit notices to US residents, so you can send one from anywhere to a US-based platform, which must remove the material expeditiously to keep that protection (§ 512(c)(1)(C)). Hosts elsewhere follow local law. In the EU, the Digital Services Act covers services offered to people in the Union wherever the provider is based (Art. 2) and requires every hosting service to accept notices electronically (Art. 16). A notice gives the reasons the content is illegal, the exact URLs, your name and email, and a statement that it is accurate and complete. The host must confirm receipt and tell you its decision without undue delay (Art. 16(4)-(5)); recital 12 names unauthorised use of copyright-protected material as illegal content. In the UK, a host keeps its liability shield only if it acts expeditiously once it knows (Electronic Commerce Regulations 2002, reg. 19); a notice with your full name and address, the location and why it is unlawful helps show it knew (reg. 22).
