Usually Cloudflare is a proxy, not the host. Its published abuse approach says that for its pass-through CDN, DNS and security services "Cloudflare cannot remove from the Internet content that it does not host." What it does with a copyright complaint filed at abuse.cloudflare.com is forward it to the website operator and to the hosting provider, and give that host the origin IP address so they can locate it. Still file it: Cloudflare's proxy hides the origin server from the IP lookups in the hosting entry, and the forwarded complaint lands with the company that can actually delete the copy. Once you know the host, send it a full notice under 17 U.S.C. § 512(c); only the host must act expeditiously. The exception is content stored on Cloudflare's own hosting products, such as Pages, Workers, Workers KV, Stream and Images: for copyright and trademark reports there Cloudflare follows the DMCA notice-and-takedown process, notifies the user, and restores access if the user files a valid counter notice and you do not start a lawsuit; the statute sets that put-back window at 10 to 14 business days (§ 512(g)(2)(C)). Lumen lists Cloudflare among the companies that voluntarily submit notices for publication, so expect your complaint to become public.
