Steps

1. Report it on Google Photos / Google Drive (public links) at https://support.google.com/legal/contact/lr_idmec. Save a screenshot of your report and the date.
2. Send a TAKE IT DOWN Act request so the 48-hour clock is on record: build it here (free; you send it; you get a request number and deadline).
3. Block re-uploads: adults can hash the image at StopNCII.org; if the person is under 18 use NCMEC Take It Down. Neither uploads the image itself.
4. If nothing happens in 48 hours, complain to the FTC at reportfraud.ftc.gov, quoting your request number, and check google.com's page here.
