How do I stop robocalls, and does the Do Not Call list actually work?

The National Do Not Call Registry (donotcall.gov) works against legitimate telemarketers, who must check it every 31 days and face FTC penalties for ignoring it; it does not stop scammers spoofing numbers, and it exempts political calls, charities, surveys, debt collectors and companies you already do business with. For those companies, a direct do-not-call request must be honored within 10 business days under 47 CFR § 64.1200(d)(3). Robocalls to a cell phone using an autodialer or recorded voice require your prior express consent under the Telephone Consumer Protection Act (47 U.S.C. § 227) regardless of registry status. Practical layers: turn on your carrier's call-blocking service, use your phone's silence-unknown-callers setting, and report calls at donotcall.gov/report.html and consumercomplaints.fcc.gov, which feed FCC and FTC enforcement.
