Statement of reasons (DSA Art. 17)

A statement of reasons is the explanation Article 17 of the Digital Services Act requires a hosting service to give any user whose content, account, visibility, or monetization it restricts because the content is illegal or violates its terms. It must say what restriction was imposed, its territorial scope and duration, the facts and circumstances relied on, whether automated means were used, the legal or contractual ground, and the redress options: internal complaint, out-of-court dispute settlement, and courts. Online platforms also submit these statements to the European Commission's public DSA Transparency Database, with personal data removed.
