Hash-matching (StopNCII, NCMEC Take It Down)

Hash-matching is the technique platforms use to find and block copies of a known image without storing or viewing the image itself. StopNCII.org, run by the Revenge Porn Helpline, lets adults generate hashes, digital fingerprints, of their intimate images on their own device; only the hash is shared with participating platforms such as Meta, TikTok, Reddit, and Bumble, which block matching uploads. NCMEC's Take It Down service does the same for images of people under 18. Hashes cannot be reversed into the image, and platforms can use them to satisfy the TAKE IT DOWN Act's duty to remove identical copies.
