Microenterprise exemption (EAA)

Article 4(5) of the European Accessibility Act exempts microenterprises that provide services from complying with the Act's accessibility requirements and related obligations. A microenterprise employs fewer than 10 persons and has annual turnover or balance sheet total not exceeding EUR 2 million (Article 3(23)). The exemption covers services only; microenterprises that manufacture, import, or distribute products remain subject to product requirements, though Member States must provide them guidelines and tools. Separately, any economic operator may invoke disproportionate burden under Article 14 after a documented assessment. A microenterprise's exemption is not a defense for a larger platform hosting its content.
