WCAG 2.1 Level AA is the conformance target most laws and contracts use for digital accessibility. The Web Content Accessibility Guidelines 2.1, a W3C Recommendation published June 5, 2018, organize requirements under four principles (perceivable, operable, understandable, robust), 13 guidelines, and 78 testable success criteria at three levels. Level AA conformance means meeting all Level A and Level AA criteria, 50 in total, covering things like text alternatives, captions, color contrast of 4.5:1, keyboard operability, focus visibility, and error identification. It is referenced by the EU harmonized standard EN 301 549 and by the U.S. ADA Title II web rule.
